			<content:encoded><![CDATA[<p>The Support Staff Learning Improvement Fund is an outcome of the agreement on the Class Organization Fund (now known as the Learning Improvement Fund established by Bill 22) agreed to by BCPSEA, School Boards Signatory to the LoU and Support Staff Unions signatory to the LoU dated December 14<sup>th</sup> 2011. An allocation in the amount of $7.5 million per year of the Learning Improvement Fund is to be spent in accordance with the Framework Letter of Understanding (FLoU) signed December 14<sup>th</sup>, 2011 and the letter of agreement (LOA) signed between BCPSEA, K-12 Support Staff Unions and the Ministry of Education.</p>
<p>The Learning Improvement Fund (LIF) Regulation came into force on April 14, 2012. The LIF provides an ongoing multi-year commitment of additional resources, specifically targeted to support complex classes that present challenging learning conditions.  Districts have discretion in how they allocate these funds to improve the learning conditions for students, subject to the LIF regulation and the SSEAC application form.</p>
<p>In accordance with the Support Staff Framework LoU, districts that are signatories to the FLoU must allocate support staff-related spending in accordance with the LIF regulation and the application form. This application process is in place for the 2012 – 2013 school year. LIF information for future years will be provided prior to the implementation of the 2013 – 2014 school year.</p>
<p>It should be noted that the financial resources made available through the LIF are to be additional to resources normally provided and for this reason are not to offset existing resources.</p>
<p>SSEAC encourages that<a href="http://www.sseac.ca/wp-content/uploads/2012/05/Support-Staff-Learning-Improvement-Fund-Application-Form-2012-2013.doc" target="_blank"> the application for the Support Staff Learning Improvement Fund</a>, signed by the district and the local union, be returned to the SSEAC by June 29<sup>th</sup>, 2012.</p>
